About Dr. Gabriel C. Javier

Principal, Highest Ed

Dr. Gabriel C. Javier is a higher education leader and strategist with more than 15 years of experience advancing student success, inclusive excellence, and organizational transformation across major public research universities. He has held senior leadership roles at the University of Michigan and the University of Wisconsin–Madison, where he led large-scale strategic initiatives, managed multimillion-dollar budgets, and supervised diverse teams supporting equity, accessibility, and student engagement. 


Gabriel has partnered with senior university leaders, faculty, and staff to design and implement institution-wide strategies that strengthen campus climate, enhance inclusive teaching and learning, and improve outcomes for historically underserved students. A scholar-practitioner with a Doctor of Education in Leadership and Innovation from New York University, he brings a data-informed and people-centered approach to consulting, helping institutions translate values into sustainable policies, programs, and organizational practices.
